Well Tex-Mex was my parlance, though it is exactly the sort of dip you would get with tortilla chips in the type of restaurant that is decorated in orange and blue with brightly painted cacti, waitresses with sombreros bullet-belts full of miniature Tequilas, etc.  :-)
