| Bring to a [[Boil|boil]], skim, reduce heat and [[Simmer|simmer]].&lt;br /&gt;
| Add the Hamburg [[Parsley|parsley]], the [[Carrots|carrots]], the [[Celery|celery]], the [[Garlic|garlic]] and the  [[Tomatoes|tomatoes]]. &lt;br /&gt;
| Return to the [[Boil|boil]], reduce heat and continue to [[Simmer|simmer]] for 2 hours or until [[Meat|meat]] is tender.&lt;br /&gt;
| Meanwhile, make a [[Roux|roux]] by heating the [[Oil|oil]] or [[Lard|lard]] in a medium [[Saucepan|saucepan]]. &lt;br /&gt;
| Add the [[Onions|onions]] and the [[Green pepper|green pepper]], and [[Saute|saute]] until tender. &lt;br /&gt;
| Add the [[Flour|flour]] gradually, stirring constantly until light [[Brown|brown]] (about 4 minutes). &lt;br /&gt;
