Ko choo kah rhoo are Korean fine red chilli flakes. A Korean grocery store is your best chance of obtaining them in the UK. I have seen mention of a Korean grocers "Duri", in Ealing Broadway, London, but have no other details. As a substitute, I have used Turkish chilli flakes and blended to a fine powder is a coffee grinder.
